Read the directions, "jcole60" says to "play from this exact ISO" by "Just burn to disk, or mount on a virtual drive"
So, for instance, download PowerIso and mount the fallout .iso image on a virtual drive.

i burned to a disc, didn't work, still said i needed a disc, and then i tried that iso thing to mount it, and it still said i needed a disc....

Right, so, it's all finished, get to the install stage, do HUMONGOUS INSTALL RAWR, and after it finishes, I press play. It then tells me I need 20 MB of free space to run this game. Halp?
